Post war reconstruction and peacebuilding in Sri Lanka:Tamil Diaspora as a decisive factor

Abstract

Since the beginning of the Internal War in Sri Lanka, many people of the International community including Tamils supported the concept of a separate state in Sri Lanka due to their lack of confidence in the availability of ethnic security in Sri Lanka. Unfortunately, the effort of solving the ethnic problem failed most of the time because of the lack of understanding between the GoSL & Tamil Parties. In May 2009, The Liberation Tigers of Tamil Eelam (LTTE) was militarily defeated by the Government of Sri Lanka (GoSL) together with Sri Lankan Security Forces to build & establish confidence on Rule of Law in war-affected areas. Since the end of War, GoSL needs an actor, who has financial strength, International support and a trustworthy party to the local Tamil community in order to complete post-reconstruction & peacebuilding process. In this way, GoSL needs a positive contributor such as the Tamil Diaspora. They have all requirements mentioned above, but both parties refuse to help each other and want a Win-Win outcome. GoSL should be in cooperation with the Tamil Diaspora in order to get their support to achieve those objectives.
