| dc.description.abstract | The Sri Lanka Army has introduced a new electronic QR code based refueling system for refueling its vehicle fleet. This study was conducted with the aim of analyzing the extent to which this system has addressed the limitations and associated with the previous coupon-based refueling system, and the objectives of analyzing the extent to which this system has reduced refueling expenditure at the Sri Lanka Army, reduced wastage and fraud at the Sri Lanka Army, and improved fuel distribution efficiency at the Sri Lanka Army. The quantitative and qualitative data to address these research objectives was collected from a sample of fleet drivers, pump operators, and MTOs attached to fuel depots and camps of the Sri Lanka Army, and Senior Officers attached to DT&S in the Sri Lanka Army. Findings from the data indicate that the new QR code based system has addressed several ofthe cost, operational, waste and fraud-related issues and limitations associated with the old coupon based system. This in turn has enabled the Sri Lanka Army to derive significant cost and operational benefits from the new system. The challenges that have arisen from the introduction of the QR code based refueling system include high initial investment costs, increased exposure to cybersecurity threats, exposure to new types of fraud, and lack of a backup system to ensure continuous refueling operations during downtime and/or disruptions to the new systems. The issues faced by users when using the few system include difficulties in operating App due to limited IT knowledge, delays and disruptions when using the App during peak times, having to use personnel mobile due to malfunctioning of the official mobile phone, inability to refuel when the App is not working, no replacement mobile provided when official mobile phone is malfunctioning, and inability to take leave due to limited number of personnel in the camp with training on using the new system. | en_US |
