This paper presents the potential towards developing the green mechanism in infrastructure and spectrum development of mobile communication industry in Sri Lanka. It outlines the mobile communication industry of Sri Lanka and highlights evolutionary changes that explored in the local mobile communication industry. Subsequently, paper reviews and analyses network infrastructure and spectrum development as a growing trend in the local mobile communication industry and highlight the barriers which have been reflected. Pointing out cost and differentiation competitive factors, paper blueprint Inter Operator Roaming to overcome such barriers, and optimizes Inter Operator Roaming as a green development mechanism to local mobile network operators to sustain in the long run.

BACKGROUND- Bio meth nation is proved the scientific solution for reducing global warming, greenhouse effect and the good source of renewable energy. Two Biogas units functioning at northwestern command HQ Mollikulam with the assistance of pilisaru project. The study aims to identify the relationship of biogas production with external factors. METHOD Analysis a) Composition of feeding materials b) Enhance culture media c) Environmental temperature d) PH valve/salinity of water effect on biogas production RESULTS- Reduction of LPG consumption assumed as an indicator of biogas production. Optimal temperature Celsius 30-32 and high culture media (wt. of cow done 4.54%) has augmentation effect on bio meth nation increase food waste Carbohydrate- CHO) may reduce metabolism of anaerobic bacteria and increase of nitrogen composition (Rotten fish) may effect on increase of bio gas production -reduction/change of source of water feeding may cause increase salinity and increase toxins in media and caused reduction bacteria density and of bio gas production CONCLUTION a) Optimal maintaining of sensitive external factors are very important for proper functioning of bio gas unit. b) Bio meth nation is the good scientific method of organic solid waste management and production of renewable energy.

AJAX is a popular and powerful script-based technique for developing Rich Internet Applications in the era of WEB2. Despite its strength, AJAX is suffering from difficulties because of various complexities. If we can identify the root cause of these reasons and address the complexities, we can minimize the difficulties in the AJAX based Rich Internet Applications engineering and produce quality products faster by incorporating the Rapid Application Development methodology. In our ongoing research, we try to identify the complexity factors of AJAX based Rich Internet Application engineering and provide the solution(s) to formalise a standard platform. We have understood the importance of having a standard architectural formalism for AJAX based Rich Internet Applications and in this paper we discuss about the significance of having a specialized architectural pattern for AJAX based Rich Internet Applications, which we think is essential in addressing the complexities in Rich Internet Application engineering and support the Rapid Application Development adequate.

<summary type="text">QR Code Based Signature Encoding System

Signature on a paper is a most general authentication method used in the world. Personal signature plays significant role in a place like Bank in money transactions. A signature encoding system provides secure reliable and fast money transaction. Banks need to handle thousands of transactions in a second. Therefore signature should encode to very simple form. QR code would be one of feasible solution in that context. QR code could use as simple encoded symbol that represent signature. This paper discusses a QR code-based signature encoding system implemented with an FPGA based hardware platform to increase the speed of encoding. The image of the signature is used to generate QR code. Direct generation QR code from the webcam image is not possible. Therefore image is pre-compressed before encoding. First the input image is normalized and its contrast is enhanced by using histogram equalization. It is converted into a binary image and Binary image matrix is compressed into a simple matrix using two-dimensional wavelet analysis.Two matrixes are produce as output. One matrix consists of coefficient information and other matrix consists mapping detail. The matrix consist of mapping detail is converted to a QR code. Matrix which consist coefficients is stored as secondary information for decoding process. The system is implemented in FPGA based embedded system with a webcam interface. By using this method the signatures are encoded with accuracy around 60% and about 65% differentiation accuracy of two different signatures were observed
